MINUTES OF THE MEETING

BETWEEN

YEMENIA AND THE GOVERNMENT DELEGATES FROM THE

FEDERAL ISLAMIC REPUBLIC OF COMORES

Venue: IY Headquarters

Date : 30th October 1999

Based on the memorandum of Understanding concluded between the Civil Aviation & Meteorology Authorities of Yemen and the Federal Islamic Republic of Comores on 27th October 1999, this meeting took place to discuss and agree upon the following issues:

Yemenia's operations to Moroni

Effective Winter Schedule 1999-2000 Yemenia will operate one frequency and will start the second frequency after EK terminating its services to Moroni.

Traffic Right

In line with establishing of the national carrier for Comores Yemenia will submit a request to attain Traffic Right of Comores between Moroni and Paris, since Yemenia has been nominated as the National Carrier of the Federal Islamic Republic of Comores.

Operational 1 ATC Support

As per the instructions from the Chairman- Capt. Abdulkhalek Alkadi

Yemenia will provide One Captain and 3 Cockpit Crew on recurrent basis. This arrangement will be coordinated by Capt. Mohamed Saadi Anzi - Flight Capt/Personal Pilot and Advisor to the President of Comores with adequate liaisoning from IY - Area Manager - Comores.

Provision of Two Air Traffic Control (ATC) personnels on duty rotation basis for a period of One year. Yemenia will bear the monthly remuneration (salary) of one Air Traffic Controller. However Accomodation and Transportation for these ATC personnels to be arranged /borne by the Comorian Government

Simultaneously the Comorian Civil aviation may send personnel for training in Yemen, provided that all costs be borne by the Comorian Government.

Ticketing and Reservation Training

Yemenia will conduct for a period of one year Ticketing and reservation Training for 30 Comorian incumbents to be selected by the Comores Government and sent in batches of 5/10 candidates during the course of one year. This training will be amply coordinated with the Area Manager- IY Comores and will be in accordance with Yemenia's yearly training program. However the trainees for this course should be fluent in English language.

The trainees for the above course will be provided Free Accomodation and Normal Per Diem during the course by Yemenia. Furthermore Yemenia will also provide free passage for all tjose trainees to/from Comores.

Air Operating Certificate

Government of Comores will issue the Air Operating Certificate for Yemenia and this facility will go in parallel with the establishment of national carrier of Comores. Request from any new carrier intending to operate to Moroni/ Comores Island will be consulted with Yemenia.

Yemenia office in Moroni

As per the Chairman advise, Yemenia will open its own office in Moroni to enhance direct relationship between the two sides as well as to stren,gthen the relationship between the two brotherly countries.

Yemenia delegate expresses their utmost support and cooperation to the Comores Government to further the Air Transport Service.

Passengers ex-Moroni with forged travel documents

The Chairman expressed cencern over the serious issue about passengers from Comores arriving Sana'a with forged passports or manipulated travel documents for their outward travel to IY European destinations which has resulted in heavy financial implication/ penalties for Yemenia. In order to eliminate such discrepancies in the future, the Chairman stressed the need for adequate steps and measures from the Government of Comores and earnestly requested H.E. Mr Said Dhoifir Bounou - Minister of Transport, Tourism, Post 1 Telephones - Comores for his intervention and support on this serious issue.

H.E. Mr. Said Dhoifir Bounou assured to carry out all needful with the concerned authorities in Comores to abolish such back traffic.

Miscellaneous item

The commercial Director - Yemenia confirmed about the authority of IY Area Manager - Comores - to apply the fares and rates at his discretion.

Formation of a Committee

It has been decided to form a committee from the two sides to follow-up and to evaluate all agreements and M.O.U to be signed by both parties.
